While you’re waiting at the cab rank hundreds of taxi drivers are likely waiting too. At the airport.
Reports that taxi drivers are abandoning regular jobs to wait hours to jag a more lucrative fare from travellers itching to get home are the latest in a string of blows to the ailing industry, and incidentally, ride-sharing service Uber’s latest reasons to smile.
A report published by the Herald Sun today revealed Melbourne taxi drivers were queuing at the Tullamarine airport holding bay while leaving hundreds of would-be customers waiting in the city.
A wait of up to three hours in the busy and often full holding bay, which can take up to 680 cabs at any one time, was usually “worth the wait”, one driver told the paper, while attracting a fare in the city was just “not worth it”.
“We go to the airport to try to get a good fare,” cabbie Gurjot Sodhi said.
“The city is already overcrowded for taxis and you can’t always find a place to park in a rank.”
While drivers cited the reason for abandoning metro areas to take their chances on travellers was the overcrowding of taxis in the city, disappointed cab-takers said they were often left waiting trying to get out of the CBD.
Australian Taxis Industry Association chief executive Blair Davies told news.com.au the trend of taxis crowding at airports was a symptom of oversupply of taxis within the industry, and a problematic response to increased external competition.
“When you get an oversupply of taxis, what happens is they congregate at airports, and to a lesser extent CBDs, on ranks. This happens everywhere in the world,” he said.
“It’s particularly a problem in Melbourne because they have more of an issue with oversupply, but it’s happening everywhere and it’s happening more because of that increased competition.”
The taxi industry is already losing ground to alternative services like ride-sharing app Uber, with customers praising the service as offering a friendlier and more efficient service.
Not being registered taxis, drivers delivering the company’s UberX service are not welcome in airport or other taxi bays and have little incentive to hang around waiting for fares.
Mr Davies said the entry of “imitation taxis” to the market would exacerbate the issue of oversupply, and was driving traditional taxi drivers away from accepting bookings that they had to drive out to, or going for smaller fares.
And while cabbies queued up for bigger paying jobs, the newcomers were snapping up smaller fares in the suburbs.
“If drivers have more competition they’re going to want to maximise the profit of every ride, even if that might be misguided, and that might mean going to places they think they’ll get a better fare, or cancelling on shorter trips,” he said.
“Imitation taxis are exacerbating that competition but have difficulty working at airports, so it’s likely that as UberX services become more of a problem in the market, the cabbies will look to servicing the airports where they’re not competing so much with those services.”
In a statement to news.com.au, a spokeswoman for Uber said frustrated travellers wouldn’t be left waiting or have their trips cancelled in favour of a better fare.
“One of the great things about Uber is that riders can feel confident once they request a ride that they will be picked up on time and travel safely to their destination, no matter how long or short the journey,” she said.
The statement said the service had experienced “phenomenal growth” in Melbourne over the past 12 months and the average pick up time in the Victorian capital was now less than four minutes.

Uber turns to customers, Twitter in Victorian taxi fight

Controversial US ride-sharing app Uber is stepping up its fight with the Victorian taxi industry with a campaign urging its own customers to lobby state government MPs ahead of a key forum on taxi reform.
The company emailed customers on Friday urging them to "educate" their local MPs "on the positive influence that uberX is having on hundreds of thousands of lives across Victoria". It also encouraged them to spread the message on social media sites such as Twitter, using the hashtag #ChooseUberVIC.
The campaign comes ahead of the inaugural meeting of the Taxi and Hire Car Ministerial Forum on April 27, announced by Victorian Transport Minister Jacinta Allan as a key process in the state's ongoing taxi industry reforms.
The forum will allow competing interest groups including Uber, taxi industry lobby groups and Victoria Police to put forward their views.
Industry groups are at loggerheads with Uber over the legality of its uberX service, with Uber refusing to pay $40,000 for hire car licenses for its drivers, who use their own cars to ferry customers. The groups also argue the Taxi Services Commission's failure to regulate uberX puts passenger safety at risk and degrades service quality.
Uber Melbourne managing director Simon Rossi said the TSC accredited its drivers and was running criminal history and driver history checks "the same as any other hire car or taxi driver in the state".
However 11 uberX drivers are due to have an adjourned case heard in the Victorian Magistrates Court on July 14, facing fines of up to $7500 each for operating a commercial passenger vehicle without a licence.
TSC chairman Graeme Samuel has previously said attempts to penalise Uber were pointless because of its popularity.
But the Victorian Taxi Association questioned Uber's popularity on Friday.
"I think we need to be careful about accepting the rhetoric of Uber in terms of the level of support they have in the community," VTA spokesperson Georgia Nicholls said.
"They have the luxury of having zero transparency to the regulator or any other body other than themselves as to the number of customers they have, the number of vehicles they have and the number of trips they're doing."
The Victorian government has yet to indicate its position on reform to ease the tensions. Minister Allan said the future of ride-sharing in Victoria would be considered by the upcoming forum.
Federal treasurer Joe Hockey said this week that governments should "resist protecting industries" and "should not encumber" new, disruptive players like Uber "because flexible and adaptive economies help create new businesses and jobs".
"Government must remove the entry barriers for new start-ups," Mr Hockey said.
Uber has a history of currying favour with the public with savvy PR tactics.
In February, it delivered homeless kittens to offices across Australia in partnership with animal shelters.
The stunt attracted criticism from animal rights groups but drew strong media coverage on the same day a test case against the 11 charged uberX drivers was heard in Victoria.

The Victorian Government announced major reforms for Victoria's taxi and hire car industry, following the Taxi Industry Inquiry led by Professor Allan Fels.
The Taxi Services Commission, which took over from the Victorian Taxi Directorate as regulator of Victoria's taxi industry on 1 July 2013, is responsible for the progressive roll out of the reforms. Up-to-date information will be available on this website as changes are implemented.

Key changes

These changes aim to restore trust and confidence in the industry and put the customer first. The changes include:

Better conditions for drivers

Taxi drivers will have better working conditions and pay under a new mandatory driver agreement, which will guarantee them at least 55 per cent of takings.

A Knowledge test for drivers

Taxi drivers will be subject to an independent test that tests them on:

driving skills
knowledge of sites and routes
customer service skills
safety awareness.

Fairer fares

Improvements to the fare structure include:

lower fares at off peak times and increased fares at peak times, such as Friday and Saturday night
cutting the service fee for card payment from 10 per cent to five per cent
introducing a flat fee for booking high occupancy vehicles, instead of a variable charge based on the fare
regulated fares moving from prescribed fares to maximum fares, providing the ability for customers to be offered discounted rates, such as lower fares to the airport.

A new zoning system

Taxis will operate within the new four-tier system of zones - metro, urban (including large regional centres), regional, and country. Separate licence fees will apply for each of these zones.

Opening the market

The Taxi Services Commission will issue new licences as the market demands.
There will be a set annual fee for licences to relieve pressure on overheads and fares.
This fee will be lower in regional and country areas, and for wheelchair-accessible vehicles.
Existing licences will still be able to be assigned and traded, as per current arrangements.
A new 'consumer interest test' will apply to regional and country zones to consider the benefits of new licences for customers.

Better information and complaints handling

There will be better access to information that helps customers decide which services to use, and what to do if they experience a problem, including:

better information within vehicles, including clearer information about all components of the fare and details of the permit holder
a simpler complaint resolution process.

Improved safety

Measures to improve safety for drivers and passengers include:

mandatory emergency duress alarms
GPS tracking, safety monitoring and emergency response capability in taxis
safer and more accessible purpose-built vehicles
taxis must use child restraints.

There will no longer be the option for drivers to undertake an independent driving assessment instead of having held a Victorian Driver Licence for a minimum of 12 months. The Knowledge test will include a component that assesses driving ability.

More travel choices

Customers will have more choice of services through the removal of red tape for Pre-Booked Only cabs (hire cars) and more affordable travel, through changes to allow taxis to offer more flexible services such as share rides, discounted fares and set-route services.

Better services for people with a disability

More accessible vehicles will be introduced and driver training will be boosted.
The Taxi Services Commission, in consultation with stakeholders, will also begin development work for a new central booking service in metro areas to reduce wait times and provide more accurate booking information.

Better taxis in country Victoria

Key changes to improve the way taxis operate in country Victoria include:

improving the supply of taxis and hire cars
enabling taxis and hire cars to compete for contract work to fill the gaps in public transport services
allowing permit holders to carry advertising on their vehicles to earn additional revenue
removing the requirement to offer taxi services on a continual basis, allowing taxi operators to set hours which better meet community needs
the new Taxi Services Commission establishing a stronger regional presence to better understand and address local taxi and hire car service issues.
